We want to raise the Council's attention on some illicit body modification on some humanoid live forms that have been able to take control of any spaceship they faced. According to the few survived witnesses, they were attacked by some humanoid bodies (called "Shucko") that used a hook of unknown origins to grapple inside the ship hull and then used an artificial appendage that resembled an ancient electric plug to transmit a signal that overrode and took control of the ship systems.
